HKCA Player Registration Procedures for 2013-14

The HKCA is introducing new Player Registration procedures for the 2013-14 season.

The HKCA is introducing new Player Registration procedures for the 2013-14 season. This involves players registering directly with their clubs - not with HKCA. The intention of the new procedure is to make it easier for everyone concerned and to ensure all clubs have a clearer picture of who has and hasn't registered.
One important change is that every player that plays cricket must register before their first game. The previous 3 game allowance before needing to register has gone.
The following are the procedures to be followed:
Procedures for Players:
  1. ALL players will registration with the Club/s they are playing for.
    • We suggest that all new adult players (i.e. those that have not played cricket in Hong Kong before) complete the HKCA Individual Membership Registration Form. This form does not need to be sent to the HKCA office but should be kept by the Club as a record of registration.
    • For existing players, no registration form needs to be submitted but the player should inform their club of any changes to their:
      • Address
      • Phone number
      • Email address
  2. ALL junior players (i.e. born on or after 1st September 1995) should complete the HKCA Junior Membership Registration Form and submit one recent passport photograph and some form of proof of age (e.g. copy of a HKID card, passport or birth certificate).
    • It is important that the Junior Registration Form is signed by a parent of legal guardian since this gives consent to play cricket. It must not be signed by the Club coach or any other club or team official.
    • Again, these forms should be kept by the Club as a record of registration, although HKCA may request copies of these forms and/or supporting documents from time to time (especially if the player is being considered for Hong Kong representative honours).
    • Ideally, the Junior Membership Registration Form should be submitted at one of the HKCA Registration Days.
  3. ALL players will pay the Player Registration Fee (as defined by HKCA) to the Club.
    • For adult players, the Player Registration Fee is still being discussed by the Executive Committee and will be announced at the same time the team fees for 2013-14 are announced.
    • For junior players, the Player Registration Fee is HK$100.
    • Payments by cheque should be made payable to the Club (not to HKCA) or whatever name is preferred.
Procedures for the Club:
  1. The Club will collect the details submitted by each player and enter these into the ResultsVault system.
    • All mandatory details submitted on the HKCA Registration Forms should be entered into ResultsVault.
    • New players will be assigned a unique Resultsvault Registration Number.
  2. The Club will collect and bank all Player Registration Fees received from their players.
    • The Player Registration Fee can be collected retrospectively from players once the amount of the fee has been announced.
  3. In the ResultsVault system, the Club will set the status of every player playing in their team/s to 'registered'.
    • It will not be possible for players to be selected for a team within the ResultsVault system unless they are 'registered'.
  4. Each Club shall notify the HKCA of any player/s they have 'registered' but who have paid their Player Registration Fee to a different Club (e.g. a player playing for one Club in the Saturday League and for another Club in the Sunday League).
  5. The Club will pay the HKCA Invoice for Registered Players by the due date.
    • Clubs that fail to pay their invoices on time may be subject to a penalty charge for late payment and/or may be suspended from all HKCA competitions until their invoice has been settled.
Procedures for HKCA:
  1. HKCA will review the lists of registered players at each Club and calculate the amount of Player Registration Fees to be paid.
  2. The HKCA will issue an Invoice to each Club based on the number of players that have been registered in ResultsVault, less any players that have been notified as being paid by another Club.
    • Invoices will be issued by HKCA to each Club at (1) the end of September; (2) the end of December and (3) the end of the season. The value of invoices (2) and (3) will reflect the number of players registered since the previous invoice was issued.
      • Clubs do not need to pay their Player Registration Fees until they have been invoiced by HKCA.
Notes:
  1. Every player will have to register with each Club that he/she plays for. If a player plays for more than one Club, he/she will only need to pay one registration fee. It is up to the Clubs to inform the HKCA of these players, otherwise the Club will be charged extra player Registration Fees.
  2. The 'uniqueness' of each player will be determined by their ResultsVault Registration Number. If a player registers with a different name or has multiple ResultsVault Registration Numbers then they will be charged Player Registration Fees for each instance that is registered.
    • To avoid multiple charging, it is important that Clubs do not add new players to the system unless they have checked that the player is unique and has not previously been registered. This may involve checking the player against different known names.
    • If a player has played for a different Club previously, the player's ResultsVault record should be 'transferred' to the new Club using the Player Transfer process in ResultsVault. This process creates a player record in the new Club but retains the player's existing ResultsVault Registration Number.
  3. If Clubs find they have players with multiple ResultsVault Registration Numbers, they should notify HKCA so that the player records can be merged.

Please note that ResultsVault training sessions have been scheduled at Kowloon Cricket Club on Wednesday, 11th September and Saturday, 14th September between 7-9PM. All the procedures described above will the discussed during these sessions. If you are unsure of the procedures, please attend one of the training sessions.
