Harbhajan questions Broad over suspect action

Harbhajan Singh has questioned how Chris Board could have been so sure that he bent his arm more than 15 degrees. As match referee, Broad had reported Harbhajan to the ICC for a suspect doosra after the second Test against Bangladesh in December.
But the ICC clarified that the 15-degree concept was a recommendation, and had not been implemented yet, which meant that Harbhajan had been reported under stringent rules which state that any visible straightening of the arm by the bowler as he delivered should be brought to the ICC's notice.
Gulf News reported Harbhajan as saying, "Tell me how can the match referee, Chris Broad, be so sure that I was violating the 15-degree barrier? Can it be measured by the naked eye?
"I did meet Broad," he continued. "And he repeatedly said one thing. 'I think. I think.' So I asked him 'why do you keep saying that you think? If you are sure that I am violating the rule then say it. Otherwise please don't make any comments'."
But Harbhajan's vocal burst raised another question. Had he been informed that the 15-degree suggestion had not been implemented yet?
